This is small buck (step down, output voltage lower than input) DC-DC converter based on the MP1584EN switch mode buck converter IC, you can provide input voltage between 5v and 28v and get output voltage between 1.5v and 19v, this performance has been verified by my tests.

It is essential that you add around a 100uF electrolytic capacitor on the output of these devices, other sellers won’t tell you this because they clearly have not actually tested the products they get from China before they start selling it, I do!
Input Voltage: 5v to 28v (but depends on output voltage and current required, see PDF)
Output Voltage: 1.5 to 19v (you can drop to 0.8v but ripple suffers, you can push to a little more than 19v but the same)
Max continuous current: 2A for output voltage up to 5v, 1.5A for output up to 12v, 1A for output up to 19v. Peak current for 5v output is 3A and I observed this for about 10 seconds before thermal shutdown occurred.
Typical Idle (No-Load) Current: 350uA (Microamps)
Maximum efficiency tested: 97%
Typical efficiency tested: 93%
