This is small buck (step down, output voltage lower than input) DC-DC converter based on the MP1584EN switch mode buck converter IC, you can provide input voltage between 7v and 28v and get output voltage of 5.25v, this performance has been verified by my tests.
Why 5.25v? Probably to account for voltage drop over wires at higher currents. 5.25v is within the tolerance for the 5v USB specification.

I foudn that it is imperative that you add around a 100uF electrolytic capacitor on the output of these devices for best results.
