This is a mini voltmeter (volt meter), in beautiful blue :)
Measures from 0 to 99v with 100 millivolt (0.1V) resolution, this is a 3 wire device, Red Wire is VCC (5v to 30v), blue/white wire (depending on stock) is the voltage you are measuring (0v to 99v), and the Black wire is the common ground (both VCC and the sense must use the same ground).

The display on these boards is just 2.3cm by 1.5cm. Tiny, but very bright and easy to read. Please note the mounting hole tabs and wire entry locations may vary from that pictured (depends on the supplier the current batch comes from), if you want to know the exact mounting hole/wire positions please ask a question. The display size itself is always the same.
STOP! If you are using the readout of voltmeters to make decisions about powering up expensive sensitive things, VERIFY YOUR SETUP AND THE VALUES REPORTED WITH A MULTIMETER, haste makes waste.
A customer cautions that if you will turn the device on/off with a transistor/P-mosfet on the VCC line, you should install a diode in series with the VCC line as they noted potential back-feeding into VCC from sense when VCC was "disabled" but sense and ground left connected. Again, especially if you're doing funky stuff with your circuitry, check your assumptions with your trusty multimeter before hooking up your bajillion dollar equipment.
