This is the venerable L293D Quad Half-H Bridge IC, DIP Through Hole Package.
600mA Output Current per channel. 5v Logic Supply. Up to 36V Motor Supply (in theory!)
Mostly used for driving small DC motors, depending on your configuration you could drive two motors bidirectionally (that is you can command the direction), or up to 4 motors unidirectionally (that is, motors are on or off).
I won't go into any detail here on the usage of the L293D, there is an abundance of tutorials and so forth on the interwebs.
I strongly recommend buying at least two, because odds are you will let the smoke out at some point, certainly I've done it at various times )
Note that these parts are sourced from China, you shouldn't take much notice of the specific brand marked on it, if you need parts which match some known datasheet from some known vendor, you shouldn't buy parts sourced from random chinese vendors.
