It’s a rectangle of aluminium with teeth and a 4.5mm hole in the middle.
That’s literally all it is, the teeth mate with the GT2 belt teeth and you use this to clamp said belt up against some other surface or other.
Some 3d printers might use this sort of clamp to attach an open loop belt to an X or Y carriage.
