Warning! This is not for sticking a heatsink onto your computer CPU! Now read on.
This is approx 20cm long strip of double sided thermal transfer tape (otherwise known as heatsink tape). It's a white glass fibre based tape with an blue cover film that you peel off.
Perfect for sticking led mounting plates onto heatsinks (or bit metal things that will work as a heatsink )).
Also good for sticking small heatsinks onto other things, like, ICs, transistors, circuit boards...
Just cut a section, peel off the backing paper, stick it onto your thing to be stuck firmly, peel off the blue cover tape (which is a bit fiddly, use the tip of a craft knife), and stick your now sticky thing onto your other not sticky thing pressing it down firmly again. Easy as that.

Long term temperature resistance, 120C, short term 180C
You might ask, what's a 1.0 W/m-k, well easiest way is to say it's similar to the thermal conductivity in the low-range of thermal grease and thermal epoxy, check out this thermal conductivity chart from wikipedia
