This is a miniature hold down clamp, otherwise called a toggle clamp.
Good for making test fixtures for electronics using pogo pins, that sort of thing, or just general holding down purposes.
I don't know anything about this sort of thing in a mechanical engineering sense, the "specifications" indicate Holding Capacity: 27Kg/ 60Lbs.
