This is a carbide tungsten steel bit with 3mm shaft to fit a typical rotary tool (Dremel etc).
This burr has a double slot cutting pattern, a rounded tip and a slightly tapered cutting shaft on the sides which I think makes it a good general purpose bit, you can engrave with the “point” or smooth, carve and shape with the side.

I got these mainly for modifying PCBs (good for cutting traces and general hackery, probably even hand-carving a layout onto blank PCB stock if you are patient) and dealing with cleanup and modifications of 3D printed parts, but of course you can use them for all sorts. I’ve included a photo showing a light engraving on glass.
The supplier’s “model number” for the skinny burr is 15#F3 and for the fatty one is 8#L if that means anything outside of this supplier I don’t know, but there you go, feel free to google.
