This is a spiral Step Drill Bit, occasionally called a Christmas Tree Bit because of the shape, not for drilling Christmas Trees.
It has a standard hex shank so you could use it with a normal chuck or a screwdriver, or even a manual screwdriver handle (works really well for plastic at least, you might need to scoff down some spinach for tougher stuff though).
Used for drilling holes in relatively thin panels, these drills have step diameters of 4mm, 6mm, 8mm, 10mm, 12mm, 14mm, 16mm, 18mm, 20mm, 22mm, 24mm, 26mm, 28mm, 30mm, 32mm
You should drill a pilot hole first, then use the step drill to drill down to your desired size.
