This is a pair of flush cutter pliers (aka, flushcutters, snips, nippers, wire cutting things, whatever).
Brand may vary from that shown in the images, these Chinese factories all make the same pliers and stamp whatever brand they want on the handle, can be a bit of a lucky dip what I get sent.
Flush cutters are better than the more typical "sidecutters" you'd find at a hardware shop because as their name implies they can cut flush to the surface.
As always when snipping leads for your own protection you should really WEAR SAFETY GLASSES, having a a snipped lead go airborne and jab into your eye would not be a nice end to the day.
