This is a USB Type-C plug, bare without a shell.
Soldering this plug will require skill, a fine tip, and almost certainly magnification!
The solderable pads are marked for
Side 1: GND, A2, A3, A6, A7, A8, A10, A11
Side 2: V, B2, B3, B5, A5, B8, B10, B11
These are standardised pin names for Type-C, consult a USB Type-C pinout to get what each of those pins is used for (but in short, GND is ground, V is for VBus (5v default), A6 and B6 are D+, A7 and B7 are D-, A5 is CC1 and B5 is CC2).
There is an integrated bypass cap (as required by the USB standard)
